Meet the Assessor

Rich Bailey began working in the Ouachita Parish Assessor’s Office in 1974 and was first elected Assessor of Ouachita Parish in 1979.  Of the eight election campaigns since running for the office, he has been un-opposed five times.

Rich was raised in Jonesboro, La. He graduated from Jonesboro-Hodge High School in 1963.  Attended Northeast Louisiana State College (now University of Louisiana at Monroe {ULM}) and graduated in 1969 with a Bachelor of Science degree in Business.  He is married to the former Linda James of Monroe who is a graduate of Ouachita Parish High School. 

After meeting educational requirements set forth by the Louisiana Assessors’ Association (LAA), Rich was awarded the Certified Louisiana Assessor (CLA) designation; a member of the first group to receive that designation.  Since becoming a CLA he has completed 1,360 hours of continuing education offered by the International Association of Assessing Officers (IAAO) and the LAA.  He has been active in the LAA education program serving as chairman of the Education Committee since 1983. 

Professional organizations Rich belongs to are the International Association of Assessing Officers (IAAO) and the Louisiana Assessors’ Association (LAA). 

Other activities Rich has been involved with include:

  • Past President of the Downtown Lions Club
  • Past President of the ULM Graduate "L" Club
  • Past President of the Louisiana Assessors' Association
  • Served on the Ethics Committee for IAAO
  • Served on the Elections Committee for IAAO
  • Nominated IAAO "Member of the Year" for 2007
  • Currently serves on the Louisiana GIS Council
  • Member First Baptist Church West Monroe

Since becoming Assessor, Rich has improved the operations of the office in many ways.  He has seen many advancements in technology and has used it to his advantage in the Assessor's Office to better serve property owners.  This focus has allowed him to offer more and better services for a growing Parish while working with a fairly constant budget.  Rich is committed to doing the best job that he can do for the property owners of Ouachita Parish.  He welcomes any comments and suggestions that you may have so that he can serve you better.
